I think the following two FAQ’s about Retuner may help you to understand this. The only thing Retuner can’t handle is table-based tuning, for things like Careers, Books, Buffs, Traits, etc., which can only be tuned using a separate traditional tuning mod. Retuner can handle both but you won’t find ITUN data in the Full EA Tuning file because it only contains XML data. This is quite difficult to explain but the main thing to remember is that there is a difference between XML tuning and ITUN tuning. I hope that answers your question! If not, let me know.
